Until the early 1990's the vast majority of parking enforcement on private property was administered by cities. Today private parking tickets are used successfully by numerous hospitals, colleges, universities, commercial / residential landlords and parking lot operators who no longer incur the cost of writing city tags.

For example, internal City of Toronto documents obtained through the Information and Privacy Act show that in 2003 a staggering 50% of all complaints regarding City of Toronto parking tickets resulted from MLEO activity.
